Although most chemicals in cosmetic products pose very little or no threat, dozens have been linked with severe medical issues, including neurological harm and cancer. Cosmetic chemicals enter the body through the skin and inhalation, and pose similar problems as food chemicals, per this site.

Chemicals and contaminants associated with cancer can be found in food and several other ordinary products. But, no classification of consumer products is subject to less government direction than cosmetics and other personal care products, including Smoothing Lip Balm.
