Cosmetic chemicals can enter the body through internal use, the skin, and inhalation, and cause the same risks as food chemicals, per this site.

Contaminants and chemicals linked to cancer can be found in food, water, and lots of other common products. But, no category of consumer products is accountable to less government oversight than cosmetics, including my eyeshadow (shimmer) 6.
