Although many chemicals in cosmetics present slight or zero threat, some have been associated to substantial health conditions, such as developmental delays and cancer. Cosmetic chemicals enter the body through ingestion, inhalation, and internal use, and lead to the same problems as food chemicals, per this site.

Chemicals and contaminants associated with cancer can be found in food, water, and many other commonly used products. But, no sector of consumer products is susceptible to less government direction than cosmetics and other personal products, including my highlighter 1. While many of the contaminants and chemicals in cosmetics very likely present very little risk, subjection to a few has been associated with substantial health conditions, including cancer.
