Cosmetic chemicals can enter the body through the skin, inhalation, ingestion and internal use, and pose the same risks as food chemicals, per this site.

Chemicals linked to cancer can be found in food and lots of other commonly used items. Yet, no type of consumer items is subject to less government inspection than cosmetics and other personal care products, including Stick Foundation (Warm Alabaster). While most of the chemicals in cosmetics very likely pose very little risk, being exposed to some is linked to serious health conditions, such as cancer.
