While most chemicals in cosmetics present hardly any or no threat, several dozen have been associated with serious medical conditions, such as cancer, reproductive and neurological harm, and developmental delays. Chemicals in cosmetics invade the body through the skin, inhalation, ingestion and internal use, and cause similar problems as food chemicals, per this site.

Chemicals and contaminants associated with cancer are found in food, water, and several other commonly used items. Still, no classification of consumer items is susceptible to less government oversight than cosmetics and other personal care products, including Powder Foundation.
