While the majority of chemicals in cosmetic products present slight or zero risk, several dozen have been linked with serious medical problems, including cancer, and neurological harm. Chemicals in cosmetics enter the body through inhalation, ingestion, and the skin, and lead to similar problems as food chemicals, per this site.

Contaminants and chemicals associated with cancer are found in food and many other common goods. Yet, no group of consumer goods is accountable to less government direction than cosmetics, including Eye Shadow (Titanium). Though many of the chemicals in cosmetics most likely pose little risk, exposure to some is associated with major health conditions, such as cancer.
