Though the majority of chemicals in cosmetics present little or absolutely no threat, some are linked with serious health problems, such as developmental delays and cancer. Cosmetic chemicals can enter the body through ingestion, inhalation, and internal use, and pose the same risks as food chemicals, per this site.

Chemicals and contaminants associated with cancer can be found in food and several other everyday products. But, no group of consumer products is susceptible to less government inspection than cosmetics and other personal products, including Rouge glossy lipstick. Although many of the contaminants and chemicals in cosmetics in all likelihood present very little risk, being exposed to a few has been associated with substantial health concerns, including cancer.
